IAH Terminal Redevelopment Program - Houston, TX

Houston Airport System has a five-year capital improvement program, which was approved by the City of Houston City Council, for a $1.08 billion redevelopment plan. This work will take place over an eight-year period and include the redevelopment of international terminal facilities and other capital programs.

Olivier, Inc. is serving as the Compliance Officer for the ITRP. In this role we function as an extension of the Airport’s Office of Business Opportunity, responsible for oversight and management of the process. We monitor and report program progress on three City of Houston’s (COH) community responsibility programs: Pay or Play (POP), Labor Compliance (LCP), and Minority and Women’s Business Enterprise (MWBE). We conduct onboarding training workshops for new ITRP prime contractors and subcontractors relative to the three programs; providing quarterly audits of ITRP POP documentation and approval of monthly submittals as required; approval and certification of weekly subcontractor payrolls; and procedural and system oversight of all ITRP MWBE tracking and reporting activities. As the Compliance Officer Program Oversight includes:

  • Ensuring compliance with COH ordinances, policies, and procedures for the POP program.
  • Ensuring contractors meet and adhere to all Federal, State, and Municipal labor/worker guidelines including documentation, safety, and prevailing wage requirements.
  • Ensuring compliance with COH MWBE program policies and procedures including goal tracking/attainment, bid evaluation, prompt payment for MWBE contractors and subcontractors, and conflict resolution/mediation.
