AISD Bond Program - Houston, TX

Aldine Independent School District approved a $798 million bond proposal for the construction of new schools, renovations, enhancements and other capital improvement projects. Olivier, Inc. supported Skanska and Heery International in providing Program Management Services for the Aldine Independent School District Bond Program. Olivier was instrumental, as member of the Skanska/Heery team, in providing project controls, process mapping, and forecasting. Olivier’s scope of services includes assisting in managing program and project budgets, cost control functions, change management, estimating, and earned value management. Our team has assisted in developing and implementing program quality control standards and procedures.

As the program progressed, additional scopes were added, and Olivier provided project management services for the Technology and Renovations phase of the bond program. This scope involved relocating existing temporary classroom buildings to various campus locations. AISD Facilities identified a total of 290 classroom units in use throughout the school system. We were responsible for relocating 47 units to 10 campuses. This scope also included $1.1M in renovations of the temporary classroom units. Our team participated in the Pre-Construction planning with the Architects and Owner to ensure the exact scope of work and layout of the temporary buildings for each campus. We identified the demolition of existing temporary units at the "releasing" campuses and ensured that the "tie-in"/re-installation of temporary buildings remaining on releasing campuses was complete. Olivier managed the technology installation, security installation, fire alarm installation, and relocation plans for each campus through:

  • Weekly coordination meetings with the Owner, Architects, and Contractor to discuss outstanding action items and project progress.
  • Daily site visits to multiple locations to ensure the progress reported to the Owner was indeed accurate.
  • Produced daily reports with photographs
  • Gathered proposals from vendors to ensure completion of scope items that were not in the General Contractor's scope.
  • Punch list walk-through with the owner, architect/engineer and contractor at each campus to identify the scope items missing or not complete to the standard of the Owner
  • Review of change management such as change proposals and allowance expenditures and payment applications to ensure the percentage of work complete matched the amount of funds requested for payment by the Contractor.

Olivier successfully performed and met all deliverables on schedule throughout this project until completion in November 2018.
